Reducing the vulnerability of cities to climate change involves measures to increase adaptation capacity, reduce risks and vulnerabilities, increase the capacity to cope with emergencies and benefit from climate change. Reducing the impact of the urban environment on climate change requires a comprehensive strategic action plan for each sector of urban development. |
