Reducing the vulnerability of cities to climate change involves measures to increase adaptation capacity, reduce risks and vulnerabilities, increase the capacity to cope with emergencies and benefit from climate change. Reducing the impact of the urban environment on climate change requires a comprehensive strategic action plan for each sector of urban development. В результаті глобальних кліматичних змін зростає тривалість спекотних періодів та інтенсивність стихійних гідрометеорологічних явищ, змінюється режим випадання опадів, що у поєднанні з підвищенням темпів урбанізації представляє серйозну загрозу соціальній стабільності, економічній та екологічній безпеці міського населення та середовища. Зменшення вразливості міст до кліматичних зміни передбачає заходи, спрямовані на підвищення адаптаційного потенціалу, зниження ризиків та ступеня чутливості, збільшення потенціалу для подолання надзвичайних подій та отримання вигоди внаслідок кліматичних змін. Зниження впливу урбанізованого середовища на кліматичні зміни потребує комплексного стратегічного плану заходів для кожного сектору міського розвитку.
