Innovations| Zusammenfassung: | The article examines the digital transformation of public administration in Ukraine’s social and humanitarian sphere, taking into account the interrelated managerial, communication, and financial dimensions. It is argued that digitalization extends beyond purely technological change and functions as a systemic factor transforming institutional mechanisms of public service delivery, the nature of state-citizen interaction, and approaches to resource allocation. Based on an analysis of the regulatory and legal framework, scholarly sources, and empirical research findings, the study identifies the key trends in digitalization within the fields of healthcare, education, and social protection. Particular attention is paid to the influence of the digital environment on the everyday practices of the population, especially the risks to physical and mental health that require appropriate managerial responses. The study demonstrates that the effectiveness of digital transformation largely depends on the quality of state communication policy, the level of digital literacy among the population, and the balanced distribution of financial resources between infrastructural and human-centered components. The paper proposes directions for implementing an integrated approach to digital transformation, including strengthening interagency coordination, developing digital hygiene programs, improving financing mechanisms, and introducing a system for evaluating effectiveness. The necessity of transitioning to a human-centered model of digital governance focused on improving quality of life and reducing social risks is substantiated.
