The article analyzes the stages of the financial decentralization policy in Ukraine, identifies the main achievements of each stage. The actual theoretical and practical problems of financial decentralization are highlighted. The dynamics of incomes of local budgets based on recent changes in budget and tax legislation is analyzed. Attention is focused on the reform of financial decentralization as one of the key reforms that will enable to build a modern system of government and create conditions for the development of civil society. |
