Рассмотрена проблема разработки инструментария базы знаний для лиц, принимающих решения в открытом и дистанционном обучении. Разработана математическая модель выбора рациональных вариантов обучения в соответствии с потребностями субъекта. Модель основывается на использовании подхода Беллмана-Заде к решению задачи достижения нечетко определенной цели. Розглянуто проблему розробки інструментарію бази знань для осіб, які приймають рішення у відкритому та дистанційному навчанні. Розроблено математичну модель вибору раціональних варіантів навчання відповідно до потреб суб’єкта. Модель базується на використанні підходу Белмана-Заде до вирішення задачі досягнення нечітко визначеної мети.
