| description | A strategy and implementation of innovative development of the region on the basis of synthesis of foresight methodologies and cognitive modeling are proposed. Involvement at the first stage of the strategy of foresight methodology allows with the help of expert evaluation to identify the critical technologies and build alternative scenarios with quantitative characteristics values. The obtained characteristics are the source data for the initial iteration of cognitive modeling. The use of cognitive graph models allows to create a reasonable scenario that makes them almost indispensable tool in the analytical support for strategic planning and development at the company, metropolis, and region level. The proposed strategy proposes a unique opportunity in the framework of the common program-analytical complex to solve problems of strategic planning and rapid response. The example of scenario creating of innovation development region is given. |

Предложена стратегия и ее реализация инновационного развития региона на основе синтеза методологий предвидения и когнитивного моделирования. Привлечение на первом этапе реализации стратегии методологии предвидения позволяет с помощью экспертного оценивания выявить критические технологии и построить альтернативы сценариев с количественными значениями характеристик. Полученные характеристики являются исходными данными для начальной итерации когнитивного моделирования. Использование когнитивных графовых моделей позволяет построить обоснованный сценарий, что делает их практически незаменимым инструментом в аналитической поддержке стратегического планирования развития на уровне компании, мегаполиса, региона. Предлагаемая стратегия открывает уникальную возможность в рамках единого программно-аналитического комплекса решать задачи стратегического планирования и оперативного реагирования. Приведен пример построения сценария на уровне инновационного развития региона. Запропоновано стратегію та її реалізацію інноваційного розвитку регіону на основі синтезу методологій передбачення і когнітивного моделювання. Залучення на першому етапі реалізації стратегії методології передбачення дозволяє за допомогою експертного оцінювання виявити критичні технології і побудувати альтернативи сценаріїв із кількісними значеннями характеристик. Отримані характеристики є вихідними даними для початкової ітерації когнітивного моделювання. Використання когнітивних графових моделей дозволяє побудувати обгрунтований сценарій, що робить їх практично незамінним інструментом у аналітичній підтримці стратегічного планування розвитку на рівні компанії, мегаполісу, регіону. Запропронована стратегія відкриває унікальну можливість у межах єдиного програмно-аналітичного комплексу вирішувати завдання стратегічного планування та оперативного реагування. Наведено приклад побудови сценарію на рівні інноваційного розвитку регіону.
