Аналізуються повноваження Київського ґубернського правління, висвітлюються історико-правові та організаційні аспекти діяльності цієї інституції державної влади на місцях, визначаються етапи формування. На основі широкого комплексу архівних матеріалів доводиться, що ґубернське правління стало
 однією з ключових адміністративних установ краю та разом із ґубернатором
 виконувало адміністративну й контрольно-виконавчу функції, будучи головним
 колеґіальним органом імперської влади, що вирішував основні питання життя території. The article analyzes the authority of the Kyiv provincial government, highlights the historical
 legal and organizational aspects of the activities of the county government as the local
 state authority institution; the stages of formation of the Kyiv provincial government were
 determined, organizational structure of the Kyiv provincial government was researched. By
 studying a wide range of archive materials it was proved that the Kyiv provincial government
 was one of the main administrative institutions of the county, which together with the
 governor carried out an administrative and controlling executive function governing
 the Kyiv province, and the civil governor was not merely the highest official of the county
 who headed the county council, but together with the county government constituted
 the main collective body of imperial power in the county, which decided main issues in the region.
