державної влади ЗУНР (згодом – ЗО УНР) протягом 1918–1919 років.
The course of the formation of the Western Ukrainian People’s Republic and formation of the state authorities
of the WUPR (subsequently from the UPR) during the years 1918–1919 are covered. The author investigated
the proclamation of statehood in Western Ukraine and the formation of branches of power, in particular:
the constitutional legislative body – the Ukrainian National Council, the executive (government) – the State
Secretariat, etc. The structural and personal composition of the WUPR parliament, as well as functions and
responsibilities of government secretariats (ministries), courts and prosecutor’s offices, powers of local authorities
– local councils, local commissars and commandants, etc. are analyzed. The legislative acts of the Republic,
which defined and regulated the state system in the country and divided the areas of competence of the
legislative and executive power, its supreme and local authorities, were systematized and classified. The form
of power and state-political system in the Western Ukrainian People’s Republic is determined.
Освещается ход образования Западно-Украинской Народной Республики и формирования органов
государственной власти ЗУНР (впоследствии – ЗО УНР) в течение 1918–1919 годов.
