Охарактеризовано партійну структуру української еміґрації в повоєнній Європі, складний процес перемовин між основними політичними силами (екзильний уряд УНР, Союз гетьманців-державників, два крила Організації українських націоналістів), партійні позиції та бачення фундаментальних основ спільного політично-державного центру. The restructuring process of the State Center of UPR in exile has hardly been studied so far, and historiography is represented mainly by historical-publicistic and memorial works. On the basis of new archival sources, most of which are introduced for the first time into scientific circulation, the author examines the creation of the State Center, which was the first successful attempt to consolidate political parties and organizations of the Ukrainian diaspora in Europe. The work of the State Center of UPR in exile has involved people not only from the Dnipro region but also from Western Ukraine. The article describes the party structure of Ukrainian emigration in post-war Europe, the complex process of negotiations between the main political forces (the exiled UPR government, the United Hetman Organization and the two wings of the Organization of Ukrainian Nationalists), their party positions and the vision of the fundamental principles of a common political and public center. This article also presents a long, complex negotiation process and the transformation of party positions as a result of inter-party debates. It also highlights the process of creation of constituent documents and the main stages of the reorganization of the state authorities of UPR in exile.
