революції 1905–1907 років. Створена в умовах активізації аграрних перетворень, запланованих урядом Петра Столипіна, земська
організація ставила перед собою мету надати всебічну допомогу
у розв’язанні аграрного питання в Російській імперії. Отже, Обласна земська переселенська організація брала участь у заходах
Головного управління землеробства і землевпорядкування на усіх
етапах переселення селян, починаючи від формування переселенських контингентів і закінчуючи їх облаштуванням на нових місцях. У дослідженні використано низку архівних джерел, які вперше включені до наукового обігу.
The article analyzes the involvement of Chernihiv Zemstvo in the activities
of the Regional Zemstvo Migration Organization, which was founded in
the years of Stolypin Agrarian Reform to assist Ukrainian peasants in their
striving to relocate to Asian Russia’s crown lands to ensure better economic
management conditions on lands allocated by the central authorities to
landless and land-poor peasants of Central Black Earth Governorates, who
had taken active part in agrarian riots during the revolution of 1905-1907.
The Zemstvo organization, which was founded amidst the intensification of
agrarian transformations, set itself a goal to provide comprehensive support
to addressing the agrarian issue that had aggravated in Central Black
Earth governorates of the Russian Empire. As a result, Regional Zemstvo
Migration Organization took part in virtually all events organized by the
Chief Directorate of Farming and Land Development at all key stages of
resettlement of peasants – from formation of contingent of resettles through
to their settlement in a new place. Efficiency of the Regional organization
was supposed to be ensured by its rather well-defined structure. Studies
of the Zemstvo Migration Organization’s activities suggest that despite
Zemstvo agents’ genuine desire to help their compatriots, the results of their
activities appeared to be rather modest. Despite all the assurances made
by the Head of Migration Directorate Hryhoii Hlinka he would assist the
organization in their humanitarian events aimed to help the resettles, the
stumbling block in the organization’s activities was its semi-official status.
Despite the oral assurances by government officials of support the activities
of Zemstvo agents, the government still failed to approve the Chart of the
Regional Zemstvo Migration Organization as a regulatory act. Practically,
this meant that representatives of the local organization merely ignored
the requirements of Zemstvo agents to observe the existing regulations.
The research is based on a number of archival sources that were
introduced into scientific use for the first time.
