Рклицький з древнього українського містечка Новгорода-Сіверського. У 30-річному віці він зʼявився на Полтавщині у якості статистика губернського земства. Два десятки років він віддав улюбленій
справі, підготувавши цілу низку фундаментальних праць з економічної історії Полтавського краю, серед яких вирізняються відповідним чином опрацьовані статистичні збірники щодо подвірних
переписів 1900 та 1910 років. На основі відповідної статистики
ним підготовлена ґрунтовна праця щодо землеволодіння і землекористування у Полтавській губернії. Резюмуючи вищесказане, відзначаємо наявність помітного внеску Михайла Рклицького у вивчення сільського господарства Полтавщини.
The purpose of this report is to clarify the contribution of the statistician
M.V. Rklytskyi who worked in Poltava Governmental Zemstvo and was the son
of a priest from the city of Novhorod-Siverskyi, to the study of the agricultural
sector of Poltava region economy in the late nineteenth and early twentieth
centuries. For said purpose, the main works of M. V. Rklytskyi in the field of
statistics were analysed. Among them, a special attention deserve the materials
of Zemstvo household tabulations of census data of 1900 and 1910. This expert
of statistics not only complied the relevant statistical tables, but also analysed
the key indicators of the mentioned censuses especially in relation to such acute
socioeconomically problems as land ownership and land tenure, and, accordingly
the level of social well-being of underprivileged social classes the majority of which
were small peasants and Cossacks. On the basis of such incontrovertible data as
household censuses, M. Rklytskyi proved the justice of claims of the rural poor for
land distribution a significant part of which, even during the years of the Stolypin
agrarian reform advertised by the Tsarist government, were held in the hands of
a small number group of nobles, who in their main mass did not run their own
household, considering it more advantageous to lease their land to the same lowland
and landless peasants on unfavourable terms for the latter in the historical
and economic literature this was called «food rent», which means rent only for
the meal. Very important for the study of Poltava region agriculture is Mykhaylo
Rklytskyi’s work devoted to a comparative analysis of the household censuses of
1882-1889, 1900 and 1910, which, on the basis of the example of the Poltava
Governorate, confirmed the well-founded position of the world-famous economist
Oleksandr Chaianov concerning the sustainability thesis in the market conditions
of small-scale economy, which, as the recent experience of developed economies
shows, can coexist with a large economy of latifundial type.
