Градоначальства складали адміністративно-територіальну одиницю яка
 створювалася окремим імператорським указом у портових, прикордонних,
 військово-стратегічних містах з важливим політичним значенням, а посада
 градоначальника прирівнювалася до посади губернатора. Створення градоначальства у другій половині ХІХ — на початку ХХ ст. у неприкордонних
 губерніях, було нетиповим для Російської імперії, попри це київські губернатори
 та генерал-губернатори упродовж 1901–1917 рр. зверталися до вищої
 імперської влади з пропозиціями вилучити м. Київ з-під губернського управління
 й запровадити у губернському центрі градоначальство. Розроблений мініс-
 терством внутрішніх справ проект “Положення Київського градоначальства”
 (1914) відповідав вимогам часу й був розрахований (збільшення штату чиновників, кошторису управління київського градоначальника) на подолання тих суспільно-політичних та економічних викликів перед якими постало м. Київ
 (збільшення населення міста, зростання кількості фабрично-заводських підприємств, торгових операцій, вищих освітніх закладів, політичних партій, організацій, різного роду громадських товариств тощо). The gradonachalstvo (city administration) constituted a separate administrativeterritorial
 unit which was created by a separate imperial decree in port, border,
 military-strategic cities with important political importance, and the post governor of
 a town was equated with the position of governor. Creation of city government in the
 second half of the nineteenth — early twentieth centuries. in the non-frontier
 provinces, it was atypical for the Russian Empire, but in the course of 1901–1917 Kyiv
 governors and governors-general constantly appealed to the higher imperial
 authorities with proposals to remove Kyiv from the provincial administration and
 introduce gradonachalstvo (city administration). Developed by the Ministry of
 Internal Affairs, the project “Regulations of the Kyiv Сity Administration” met the
 requirements of the time and was calculated (a significant increase in staff, estimates
 of the Kyiv governor of a town, specification of the powers of different authorities —
 Kyiv governor, Kyiv mayor, self-governing bodies of city self-government) economic
 challenges faced by Kyiv (increase of city population, increase in number of factory
 enterprises, trade operations, higher education institutions, political parties,
 organizations, various public associations, etc.). Migration of population through the
 city of Kyiv, pilgrimage to Orthodox shrines, increasing the role of the city in the
 railway connection caused the revision of the structure and staff of the Kyiv City
 Police, which according to the “Regulations on the Kyiv City Administration” was
 reorganized into the Kyiv City Police with a corresponding increase in the number of
 its employees maintenance. In general, it was planned to remove Kyiv from the
 provincial administration and form a new administrative-territorial unit — the Kyiv
 gradonachalstvo (city administration), which management was transferred to
 governor of a town, appointed by the emperor at the request of the Minister of Internal
 Affairs. The police powers of the the Kyiv gradonachalstvo (city administration) were
 planned to extend not only to the city of Kyiv, but also to its surroundings: Demiyivka,
 Svyatoshin, Predmostovo, Nikolsky, Kuhmistersk suburbs.
