Особливої ваги дана проблематика набуває за кризових умов господарювання. За умов активного розвитку новітніх інформаційних, комунікаційних технологій, загального комп’ютеризування саме інформаційна безпека стає ключовою характеристикою інформаційних систем підприємств Розглянуто проблематику використання функціонального підходу при формуванні систем управління інформаційною безпекою підприємств за кризових умов. Проаналізовано сутність інформаційної небезпеки підприємств за кризових умов. Запропоновано процес формування комплексної системи управління інформаційною безпекою здійснювати на всеохоплюючих засадах функціонального підходу. Побудовано концептуальну модель управління інформаційною безпекою підприємства за кризових умов на засадах функціонального підходу. Дана модель сприятиме підвищенню рівня інформаційної та економічної безпеки підприємства. Запропонована методика для побудови систем управління інформаційною безпекою підприємств, що формується на засадах функціонального підходу повинна забезпечувати надійний рівень захисту інформації, комунікацій підприємства. Досягатиметься це завдяки безперервного моніторингу інформаційного середовища (загроз, небезпек, викликів тощо), постійному контролюванню інформаційно-комунікаційної діяльності підприємства, прогнозуванню інформаційної безпеки (зокрема ризиків, які на неї чинитимуть вплив) тощо. Результатом формування та застосування систему управління інформаційною безпекою підприємства на засадах функціонального підходу є формування комплексної, збалансованої, дієвої та гнучкої системи інформаційної безпеки, яка враховуватиме всі особливості застосування заходів для захищеності підприємства від негативних інформаційних, комунікаційних впливів, захисту інформаційних масивів (даних), інформаційних та інтелектуальних прав, забезпечуватиме відкритий доступ до інформаційних ресурсів працівників. The paper identifies the relevance of the problem under study with regard to the development of information security management systems for enterprises and organizations. This issue is of particular importance in the context of economic crisis. With the active development of the latest information and communication technologies, general computerization, information security is becoming a key characteristic of enterprise information systems The problems of using a functional approach in the formation of information security management systems for enterprises in crisis conditions are considered. The essence of the information danger of enterprises in crisis conditions is analyzed. It is proposed that the process of forming an integrated information security management system should be carried out on the basis of a comprehensive functional approach. A conceptual model of enterprise information security management in crisis conditions based on the functional approach is built. This model will help to increase the level of information and economic security of enterprise. This model will help to increase the level of information and economic security of an enterprise. The proposed methodology for building enterprise information security management systems, which is formed on the basis of a functional approach, should provide a reliable level of protection of information and communications of an enterprise.
