On the eve of the New Year, the author of this article attempts to analyze the current state of affairs at the National Academy of Sciences of Ukraine, discuss the Academy’s vision of its development, and try to understand the scientific and educational policy of the state, which has failed to create the proper conditions for ensuring scientific and technological progress in the country during all the years of independence. The author provides examples of the scientific policy of countries that either already have a developed scientific sphere or are intensively developing it.
