Досліджено ризики при формуванні кібербезпеки в умовах правового режиму воєнного стану в Україні. Наголошено, що розвиток інформаційних технологій, інтенсифікуючи процеси отримання, обробки та зберігання інформації, обумовив потребу забезпечення захисту інформації, приватної, комерційної, державної, адже інформація, як потужна сила в суспільному середовищі, має потенціал для дестабілізації суспільства, а відтак, може бути джерелом політичних і соціальних загроз. Виявлено, що стан інформаційної безпеки характеризується зростанням використання окремими державами та міжнародними організаціями інформаційних технологій у воєнній сфері та міжнародними організаціями інформаційних технологій у воєнно-політичних цілях, зокрема для здійснення дій, що суперечать міжнародному праву, спрямованих на підрив суверенітету політичної та соціальної стабільності, територіальної цілісності та створюють загрозу миру, глобальній та регіональній безпеці. The risks in the formation of cybersecurity under the legal regime of martial law in Ukraine are studied. It is emphasized that the development of information technologies, intensifying the processes of obtaining, processing and storing information, has led to the need to ensure the protection of information, private, commercial, state, because information, as a powerful force in the social environment, has the potential to destabilize society, and therefore, can be a source of political and social threats. It is revealed that the state of information security is characterized by the growth of the use of information technologies in the military sphere by individual states and international organizations and information technologies by international organizations for military and political purposes, in particular for carrying out actions that contradict international law, aimed at undermining the sovereignty of political and social stability, territorial integrity and creating a threat to peace, global and regional security.
