Метою статті є аналіз на основі джерел процесу інституційного розвитку державних органів міграційної служби України у 1994–1996 рр., проблемних аспектів їх функціонування в контексті реалізації державної міграційної політики, з огляду на малодосліджений історичний етап у науковому дискурсі, у межах становлення міграційної політики нашої держави. Методологічною основою дослідження є принципи історизму, наукової об’єктивності та систематичності, що дало можливість неупереджено з’ясувати логічні зміни в історичному процесі визначеного дослідження. Методи дослідження: загальнонаукові (історичний, логічний) і спеціальниі (історико-порівняльний, історико-генетичний, предметно-хронологічний, ретроспективний). Наукова новизна дослідження полягає у здійсненні комплексного аналізу процесу розбудови державних органів міграційної служби України у 1994–1996 рр., введено в науковий обіг нові документальні джерела, що відображають зміни у їх функціональній діяльності. Висновки: аналіз джерельної бази дозволив реконструювати процес розбудови державних органів міграційної служби України у 1994–1996 рр., визначити їхні функціональні компетенції та ідентифікувати ключові проблеми, що виникали під час формування та реалізації національної міграційної політики.
The purpose of the article is to analyze, based on sources, the process of institutional development of the State migration service authorities of Ukraine in 1994–1996, the problematic aspects of their functioning in the context of the implementation of the state migration policy, given the scantily studied historical stage in scientific discourse, within the framework of the formation of the migration policy of our state. The methodological basis of the study is principles of historicism, scientific objectivity and systematic nature, which made it possible to impartially clarify the logical changes in the historical process of the specified study. The research methods are represented by general scientific methods (historical, logical) and special (historical-comparative, historical-genetic, subject-chronological, retrospective). The scientific novelty of the study lies in the implementation of a comprehensive analysis of the process of developing the state authorities of the migration service of Ukraine in 1994–1996, new documentary sources were introduced into scientific circulation, reflecting changes in their functional activities. The conclusions correspond to the stated goal of the study. The analysis of the source base allowed us to reconstruct the process of developing the state authorities of the migration service of Ukraine in 1994–1996, determine their functional competencies and identify key problems that arose during the formation and implementation of the national migration policy.
