Розвідка присвячена з’ясуванню головних складових політики земської ліберальної партії північної України у сфері поштової комунікації та зв’язку у 60–70 рр. ХІХ ст. Автор приходить до висновку про те, що галузь поштової комунікації та зв’язку займала не останнє місце у політиці земської ліберальної партії північної України по забезпеченню належного функціонування та життєдіяльності провінційного соціуму. Представники опозиційної аристократичної фронди сміливо боролись проти урядової паралізації та блокування спілкування між земськими інституціями Російської імперії; раціонально і обмежено, але все ж впроваджували у життя селянських громад новітні технології того часу – зв’язок за допомогою телеграфних ліній та перших телефонних апаратів; подвижницькими зусиллями членів земської опозиції розпочалися процеси децентралізації поштової комунікації у Чернігівській губернії на рівні окремих повітів шляхом розробки програмного Статуту галузі, прямого підпорядкування системи повітовим земським установам, створення нової, відомчої, земської поштової служби з наявністю відповідних знаків розпізнавання; завдяки ліберальним земцям Північного Лівобережжя був сформований штат найманих земських службовців з чітко окресленими посадовими окладами, доплатами, преміями та надбавками; економічний тягар по забезпеченню функціонування поштової комунікації був знятий з бюджетів представників селянських громад; у повітах, де не було запроваджено системи земської поштової комунікації, за ініціативою лібералів була введена земська інспекція поштових послуг для населення. The investigation is dedicated to finding out the main components of the policy of the Zemstvo Liberal Party of Northern Ukraine in the field of postal communication and communication in the 60–70s of the 19th century. The author comes to the conclusion that the field of postal communication and communication occupied not the last place in the policy of the Zemstvo Liberal Party of Northern Ukraine to ensure the proper functioning and vitality of the provincial society. Representatives of the opposition aristocratic front bravely fought against the government’s paralysis and the blocking of communication between the zemstvo institutions of the Russian Empire; rationally and limited, but still introduced the latest technologies of that time into the life of peasant communities - communication using telegraph lines and the first telephones; the self-motivated efforts of members of the Zemstvo opposition started the process of decentralization of postal communication in the Chernihiv province at the level of individual counties, through the development of the program Statute of the industry, direct subordination of the system to the county Zemstvo institutions, the creation of a new, departmental, Zemstvo postal service with the presence of appropriate identification marks; thanks to the liberal Zemstvos of the Northern Left Bank, a staff of hired Zemstvo employees was formed, with clearly defined salaries, allowances, bonuses and allowances; the economic burden of ensuring the functioning of postal communication was removed from the budgets of representatives of peasant communities; in poviats, where the zemstvo postal communication system was not implemented, the zemstvo inspection of postal services for the population was introduced at the initiative of the liberals.
