Чи є гасло "Кадри вирішують все" наразі актуальним?

Як відомо, звичка — друга натура. Чому я згадав цю приказку? Позаяк багато років поспіль у 12-му числі журналу «Вісник НАН України» підбивав підсумки року, що минав, хоча вони й не охоплювали весь спектр академічних проблем, що під силу лише президентові. Наразі відходить у минуле рік, що означив певні віхи — загальну, оскільки добігла кінця перша чверть ХХІ ст., і особисту, в якій перетнулися необнадійлива для нових планів цифра мого віку і припинення виконання функцій посадової особи, що змушувало бути більш стриманим у висловлюваннях. І тепер, позбувшись крісла, я можу змінити традицію і торкнутися не поточних проблем науки і освіти, а поглянути на їхню еволюцію впродовж останніх десятиліть і спробувати зрозуміти витоки далеко не найкращого стану, в якому ми опинилися. Свої відверті «старі пісні про головне» я виклав у звіті на Загальних зборах Відділення фізики і астрономії НАН України 8 жовтня 2025 р. Чи поділить їх читач, не відаю і сподіваюся лише на його поблажливість. As you know, habit is second nature. Why did I mention this saying? Because for many years in a row in the 12th issue of the journal “Visnyk of the NAS of Ukraine” I summed up the results of the past year, although they did not cover the entire spectrum of academic problems, which is within the power of the president only. Now the year that is passing into the past marked certain milestones — general, since the first quarter of the 21st century has come to an end, and personal, in which the figure of my age, which is hopeless for new plans, and the loss of the status of an official, which forced me to be more restrained in my statements, intersected. And now, having lost my chair, I can change the tradition and touch not on the current problems of science and education, but on their evolution over the past decades and try to understand the origins of the far from the best state in which we find ourselves. I presented my frank “old songs about the main thing” in a report at the General Meeting of the Department of Physics and Astronomy of the NAS of Ukraine on October 8, 2025. I do not know whether the reader will share them and I only hope for his indulgence.
