The author considers as a main reason of this phenomenon the lack of education and “consume” standpoint of some actual citizens including the treatment of investor’s and construct’s subjects. Conceptual view in order to find optimum ways of construction activity is proposed. It stands on the notion of total city constructing system based on the understand of cultural specialty of the territory and its value, where the main preferable ideas are ecology and health of the anthropological environment.
