Are Deschampsia anthartica Desv. and Colobanthus quitensis (Kunth) Bartl. migratory relicts?

It remains unclear why there are only two vascular plant species in Antarctica, Deschampsia antarctica Desv. (Poaceae) and Colobanthus quitensis (Kunth) Bartl. (Caryophyllaceae).
