INEQUALITY1

Исследована роль регионального информационного центра в создании Националь-
ной электронной библиотеки Украины. Особое внимание уделено организации всеобщего
доступа к использованию общенационального научного ресурса в учреждениях образова-
ния Крыма.
Ключевые слова: электронная библиотека, корпоративные технологии, электрон-
ные ресурсы, система организации доступа, распространение информации

The role of regional information center in creation the national electronic library of
Ukraine is explored. The special attention is given to the organization of universal access to us-
ing the national scientific resource by the Crimean educational establishments.

Humanity is on the third stage of development, which is marked as stage of construction of
«information society» [1]. Becoming the society of a new type countries have been determined as
leading countries and outsiders ones.New ranking has appeared which measure the rich and poverty
from the point of availability to the global information resources.
In the countries of the "Large Seven" the Internet is used by almost 50% of habitants.But in Ukraine
this index makes only 1,5 %. On the amount of users in relation to the quantity of population Ukraine
takes 46 rank from 50 explored countries2. But it does not mean that Ukraine will not be able to con-
centrate a national resource on creation knowledge – industry technology and go out in the leading
countries which are forming «information society».
In order to attain leading position in the sphere of the information technologies, it is necessary
to extend the common structure of the state using more actively already created and operating na-
tional electronic information resource [2]. It is necessary to take into account that the policy of creation
«information society» allows to promote a regional competitiveness and helps to solve one of the most
complicated problem of the modern society –the problem of inequality in the field of spreding informa-
tion which constituents social inequality.
As experience shows, one of the most effective ways of doing away with information inequality
is the organization of different regional information centers and services which render assistance in

creation and dissimilation the unique information concerning educational and scientific data through
the local networks.
We will confirm this point of view by a concrete example. In Crimea there are more than 638
general educational establishments (schools, lyceums, high schools) function presently, 138 higher
educational establishments of 2-4 levels of accreditation (including branches of state and private insti-
tutes of higher learning of not regional submission). At the present moment not a single educational
establishment provides the information electronic resource (including stock and services to support all
areas of study) which has scientific maintenance, exceeding the electronic resources of the National
Library of Ukraine named after V. Vernadsky3.According to data of the statistical report by the Ministry
of Science and Education in the Autonomous Republic of Crimea 2004 only 187crimean schools have
computers,154ones have computerized on-line information retrieval. All computer program blocs make
466 units. 240888 schoolchildren have 2257 personal computers. Therefore organization of equal ac-
cess to the largest electronic resource of Ukraine will allow to effect systematic approach to resourse
during their study, that, as is generally known, is the criterion for estimation education quality and will
take to the minimum the «digital gap» between educational and scientific establishments.
But the active use of the information resource represented on the site of the National Library
of Ukraine named after V.Vernadsky over the Internet by educational establishments of Crimea, is im-
possible for lack of the proper library software and wireless (more cheap) access. To a certain extent
creation optical fibre networks only are there 1-2 the largest higher institutions in Crimea can allow
themselves networks due to their financial well-being .In order to level up opportunities for all Crimean
educational establishments in getting admission to the largest national information resourse , the Inter-
institutional Center of Information Technologies ‘ Crimea’ are engaged in this task using the support of
National Library of Ukraine named after V.Vernadsky and Ministry of Science and Education in Crimea
.This type of decision-making provides the complete information volume access to every educational
establishments. Access to the resource will be organized on principle of the collective employment of
all possible resource stock in the local area networks with due regard for every educational establish-
ments.
The Interinstitutional Center of Information Technologies for the short interval of time (end of
2004 beginning of 2005) created and passed in the general fund of electronic documents of the Na-
tional Library of Ukraine named after V.Vernadsky about 4 thousand full-text electronic documents4.
The center has developed and patented [3, 4] in the state organs of registration and inculcated the
method of creation of a new type of electronic document5. This type of document [4] to a full degree
conforms the requirements of the Statute of the Electronic Scientific Specialized Editions 6
The first implementation phase of the program on elimination the information poverty in our region was
begun by private institution of higher learning and educational establishments of Crimea. There were
conducted preliminary necessary informative, technological, administrative and organizational meas-
ures.
They showed:
− The process of technological strukturyzation of resource demanded no financial expenses.
This a resource is represented on five thematic compact disks and is spread free of charge on
the basis of agreement among the participants of project; between organizations.
− Such scheme of using de resource in local system of personal computers dramatically in-
creases reliability of system fo presentation scientific and information to the users of a different
educational standarts.
It is exposed there the second level of information inequality, which is a result of absence of the
corporate system distribution system information among educational establishments of department
belonging. The gap between technological and information possibilities different educational estab-
lishments is great. That’s why there are two levels of education in the educational system of Crimean
region. Technology of organization equal access to the national electronic resources allows to ap-

proach lower to higher. And in such way there is smoothing of information possibilities for students
(pupils) of all region. Corporate information. Technologies can and must be developed on the basis of
collaboration of organization of a different status and department belonging [5, 6]. Such collaboration
will allow to organizes scientific research on the point of sciences. This is the most progressive method
of receipt of practical results in area of acceleration of rates of creation of “information society”. We will
illustrate aforesaid by another example. The introduction of high technology in for local access dra-
matically has increased the productivity of computer – information systems in Crimean educational
establishments, and this increasing demanded the minimum state financial expences. It means, that
five module which various software. (20000 full-text documents and more then 500000 information
resousers) ented the use in every aducational establliments with expenses only for accompaniment of
resource and teaching of the personnel. At the same time these results allowed to study technology of
elimination “digital gap” as for the whole country and for aur region.
Thus, one of the most perspective forms of liquidation of informative inequality is activity of re-
gional informative centers on distribution of national electronic resources and organization of access to
them through the local networks of organizations. In addition, the described form of organization of
liquidation of informative inequality allows to avoid low quality and separateness of informative re-
sources, special scientifically-educational. It is fully enough, sharply to promote quality of the informa-
tive providing of studying region and to organize primary, equal access to the necessary volume of
global informative resource.
