The city is a complex social and economic complex. It is characterized by concentrations of various forms of economic activity, public relations, information flows and cultural achievements, that’s determines well-being of the people to the utmost. The city influences on the development of the social sphere. This provides a certain level of comfort, extending the selection. At the same time, the city imposes specific to the income’s formation, living conditions and environment. The level of income and sources of their formation determine the needs and the standard of living of the population on the respective territory. Development of human potential is impossible without the solution of social problems in the industrial cities, first of all, the problems of improving the level and quality of life of urban population. Today the country and society face the need of welfare more than one hundred people. The town forming enterprises due to the crisis 2008-2010 were faced with falling prices for produced products, had to look for other strategies and scenarios for the future. This article defines the features and factors of incomes formation of the population and its wealth in the system of urban settlements. The authors reveal the main problems in the sphere of ensuring the standard of living of the population in the industrial cities and form the tasks that need to be addressed to improve welfare. The prepared analysis is the first step to ensure science-based policies and plans of cities in the sphere of formation of incomes and growth of welfare.
