У запропонованій статті охарактеризовано ставлення українських партій до проблеми
 проголошення прав і свобод національних меншин в період Центральної Ради (березень 1917 - квітень
 1918 рр.). Звернено увагу на декларування обов’язків держави щодо забезпечення прав меншин у
 програмних документах партій. Автор зазначає, що в українському суспільстві поступово сформувався
 консенсус стосовно даної проблеми. У розвідці підкреслено, що етнополітичний чинник став одним із
 визначальних у діяльності самої Української Центральної Ради. В представленной статье охарактеризовано отношение украинских партий к проблеме
 провозглашения прав и свобод национальных меньшинств в период Центральной Рады (март 1917 -
 апрель 1918 гг.). Обращается внимание на декларирование обязательств государства относительно
 обеспечения прав меньшинств в программных документах партии. Автор отмечает, что в украинском
 обществе постепенно сформировался консенсус относительно данной проблемы. В работе
 подчеркнуто, что этнополитический фактор стал одним из определяющих в деятельности самой
 Украинской Центральной Рады. The proposed article describes the attitude of Ukrainian parties to the issue of the declaration of the
 rights and freedoms of national minorities during the Central Rada (in March 1917 - April 1918 years). This
 following article analyses the problems of interaction between the Ukrainian central government, Ukrainian
 parties and parties and socio-political organizations of national minorities in the Ukraine during the Central
 Rada. In the study is the attempt of the realization of the role of minorities’ participation in the public policy on
 the Ukraine.
 Determined, that in the period of the UCR Ukrainian parties and ethnic groups’ was political activity in the
 Ukraine and also they used by the greatest influence among the population. Attention is paid to the declaration
 of its duties to ensure the rights of minorities in the main papers of the parties. The author notes that the
 Ukrainian society gradually formed a consensus on this issue. It’s made the conclusion that the Polish minority
 on the South of Ukraine operated at whole in the spirit of democratic aspirations of the period.
 Special attention has been paid to analyzing of national requirements of Ukrainian political parties and to
 influence of these requirements on forming of ideology and theoretic policy principles on national minorities; the
 policy peculiarities in accordance with the changes of historic events. In the exploration is pointed out that
 ethnic political factor was one of the main activities of the Ukrainian Central Rada.
