Предложен экономический механизм управления экологической безопасностью на региональном уровне, позволяющий определить стратегию повышения регионального уровня безопасности, снизить величину ожидаемого ущерба, обеспечить достоверность отчетной информации о состоянии системы управления безопасностью предприятий на основе механизма инспекционных проверок. Запропоновано економічний механізм управління екологічною безпекою на регіональному рівні, який дозволяє визначити стратегію підвищення регіонального рівня безпеки, знизити розмір очікуваної шкоди, забезпечити достовірність звітної інформації про становище системи управління безпекою підприємств за допомогою механізму інспекційних перевірок. The aim of the research conducted in this article is to develop a model of the economic mechanism of environmental safety management at the regional level. Such a mechanism is represented as a sequence consisting of two stages. At the first stage the regional strategy for safety level improving is developed. The second stage is determined by the regulatory safety level of each enterprise in the reporting period, so that the amount of regulatory levels is equal to the regional level of the period specified in the first step, and the total cost of enterprises to achieve regional security were minimal. Information on the costs of the various security level values achieving is represented by enterprises as a part of the records of the safety management system in the company. Input control mechanism for the company safety management system audits is applied to ensure the accuracy of the data reported. Also a system of sanctions (fines, suspension of activities of the enterprise at a particular time) for the reported data do not correspond to the actual state of affairs is proposed. Thus, the economic mechanism developed involves three main issues: the optimal strategy choice for the regional security enhancing; definition of regulatory safety levels for regional companies; stimulating mechanisf for the reliability of information on the state of the enterprises safety management system.
