У статті обґрунтовано необхідність застосування програмно-цільового методу державного регулювання розвитку трудового потенціалу. На основі результатів проведеного дослідження, визначено теоретичні аспекти цього методу та його застосування: дано дефініцію сутності; виявлено основні ознаки, принципи і закономірності використання програмно-цільового методу державного регулювання розвитку трудового потенціалу. Визначено перспективи подальшого використання результатів дослідження. В статье обосновано необходимость применения программно-целевого метода государственного регулирования развития трудового потенциала. На основе результатов проведенного исследования, определено теоретические аспекты данного метода и его применения: дана дефиниция сущности; выявлено основные признаки, принципы и закономерности использования программно- целевого метода государственного регулирования развития трудового потенциала. Определено перспективы дальнейшего использования результатов исследования. In the article the need of program-purpose method using for the state regulation of the labor potential development is substantiated. Based on the research results, the theoretical aspects of this method and its application are defined:  the definition of this methods essence is given. Thus the program-purpose method of the state regulation of the labor potential development is the way of the labor potential development problems resolving by the government by developing and implementing a system of the purposes oriented program measures the achievement of whose provides problems resolve and improves the state regulation efficiency;  the basic characteristics, principles (main provisions) and patterns (most significant connections and relations of the system) (and relation between them) of the program-purpose method using for the state regulation of the labor potential development are defined. The further prospects of the research results using are determined. Thus the research results will be used for the development of the labor potential development purpose program. Such program, according to the theoretical research results should include a system of the purposes oriented program measures the achievement of whose provides labor potential development problems resolve and improves the state regulation efficiency; in accordance to the basic characteristics, principles and patterns of the program-purpose method application.
