В статье рассмотрены актуальные проблемы, связанные с функционированием
 современной бюджетной системы России. Проанализированы происшедшие в последние годы изменения
 и выявлены имеющиеся недостатки. Предложены перспективные направления по совершенствованию
 бюджетной системы. Сделан вывод, что осуществление этих предложений позволит перейти на новый
 высокоразвитый и отвечающий современным требованиям уровень развития и устройства бюджетной
 системы в нашей стране. У статті розглянуті актуальні проблеми, пов’язані з функціонуванням сучасної бюджетної
 системи Росії. Проаналізовано минулі в останні роки зміни та виявлені наявні недоліки. Запропоновані
 перспективні напрямки по удосконаленню бюджетної системи. Зроблено висновок що виконання цих
 пропозицій дозволить перейти на новий високо розвинутий і відповідний сучасним вимогам рівень
 розвитку та устрою бюджетної системи в нашій державі. The article deals with topical issues related to the functioning of modern Russia's budgetary system.
 Organization of fiscal relations in Russia in recent years has undergone significant changes (highlighted three
 levels of the budget system, change the principles of its construction, the first time carried out the reform of
 intergovernmental fiscal relations). However, the existing budgetary system has many flaws and problems:
 imperfect mechanisms of formation of the resource base of local budgets to finance their own and delegated
 powers, fiscal equalization methods. Need to be addressed issues related to the improvement of inter-budgetary
 relations and fiscal federalism. Continues to remain a significant oil and gas deficit. The budget system is highly
 dependent on the situation on world commodity markets. Suggests some directions for improving the budgetary
 system. The most effective tool for the implementation of socio-economic policy of the state should act fiscal
 policy. The formation and implementation of the budget should be based on government programs. It is
 necessary to implement a new stage in the development of intergovernmental relations. The basic starting point
 here must be the optimal distribution of revenue and spending powers of authority between the Federation and
 its subjects, as well as the establishment of a comprehensive regulatory framework for the financial evaluation of
 expenditure responsibilities and revenue base areas. Requires a focused solution structure of federal budget
 revenues due to the shift in emphasis on the reduction of the share of oil and gas revenues and the increase in
 tax revenues. It is concluded that the implementation of these proposals will help to move to a new and highly
 meets modern requirements and the level of development of the device of the budget system in our country.
