In the paper an urgent need of a new approach to the problem of tolerance based on the theoretical model of this phenomenon is argued and substantiated. The model of Tolerance as a Universal Category of Intelligence devised on the basis of the cybernetic theory of Intelligent Systems of a certain class (Mankind being a particular case of it) with its integral part — Metaethic permits to reveal Metacriminal Antitolerance of Soviet totalitarianism as well as to suggest exact methods of experimental studies of the innermost mechanism of Tolerance, the results of which are to be used to create “Tolerance Dimension” in Ukrainian society. It is on the grounds of Metaethic that Metatolerance approach to “Tolerance Dimension” on a world scale is proposed. Moral right of Ukraine to take part in its realization and moral duty of Ukraine to take the lead in this process are maintained. Обґрунтовується необхідність нового підходу до проблеми толерантності, який базується на теоретичній моделі цього феномена. Модель Толерантності як Універсальної Категорії Розуму, розбудована на засадах кібернетичної теорії Розумних Систем одного класу, окремий випадок якого становить Людство, з її невід’ємною складовою — Метаетикою. Модель дає змогу довести Метазлочинну Антитолерантність радянського тоталітаризму та його сучасної спадщини, а також запропонувати методики експериментального дослідження глибинних механізмів Толерантності. Його результати мають стати підґрунтям для розробки системи нових соціальних технологій з метою створення «Виміру Толерантності» в українському суспільстві. З позицій Метаетики пропонується Метатолерантний підхід до створення «Виміру Толерантності» на світовому рівні. Аргументується моральне право України брати участь у цьому процесі та її моральний обов’язок вести перед у ньому.
