Резюме:In modern conditions, the state of sustainability of economic development of enterprises of the metallurgical complex of Ukraine is affected by risks of various nature and types, and potential threats associated with the introduction, use and development of technologies can arise at different stages of production of metal products. In such conditions, studies of the advantages and disadvantages of the system, resource, functional-target and institutional approaches to solving the problem of technological and economic security of the enterprise are of particular importance. A modern trend is to take into account national economic security, which is transformed into the economic security of enterprises through the implementation of laws, regulations, standards, etc., which in turn affect the competitiveness, investment attractiveness and dynamics of innovative development of the economy of the country, industry, enterprise. Purpose of the study. To study the aspects of the implementation of modern risk management tools at enterprises of the metallurgical industry, such as the compliance control system, and the corresponding special units in the organizational management structure, which will effectively and timely counteract the implementation of threats and risks and prevent their occurrence. This function can be successfully implemented by a separate compliance control unit based on the substantiation of the range of functional purposes of compliance in metallurgical production, which will ensure rational use of resources and minimization of the negative impact of threats and risks of economic, technological, and environmental origin, taking into account the specifics of metallurgical production, namely: processes, new technologies, environmental pollution, the possibility of compensating for damage caused by technological accidents, new requirements and restrictions that are introduced due to changes in technology, etc. Systematization of knowledge about the relationships in the threat ↔ risk ← compliance → enterprise system, establishing relationships between these categories, sources and conditions of occurrence, development dynamics, and possible consequences of the implementation of threats and risks will allow developing effective compliance measures. Their purpose is to proactively counteract the components of situations that are dangerous for the activities and safety of the enterprise. Methodology. The theoretical and methodological basis of the study under consideration are scientific methods using an abstract-logical approach in the process of studying threats and risks, in particular the following: scientific generalization, as a set of sequential actions to reduce specific individual facts into a single whole in order to identify typical features and patterns inherent in research analysis, based on the study of classifications of economic threats and risks, a dialectical method that requires consideration of economic phenomena and processes in their continuous movement, interrelations and interactions, when the accumulation of quantitative changes entails qualitative changes in determining threats and risks, as well as the place and role of compliance control in the activities of the enterprise, theoretical provisions of system control and a group of indicators, a comprehensive system method of scientific substantiation of the rational range of the functional purpose of compliance for the conditions of metallurgical production, which allows on its basis to develop effective measures to counteract the development and minimize the consequences of the implementation of situations that are dangerous for the stable operation of the enterprise. It is shown that the conditions of uncertainty are the source of their origin, and threats and risks are the consequences. Risk management requires risk assessment, emergency response plans, personnel training, and monitoring and control systems. It has been proven that economic and technological risks have serious consequences for business and society, so they must be taken into account and managed at all stages of metal product production. Novelty. For the first time, the components of compliance for the main stages of the general scheme of metal product production are proposed. Practical value. Practical recommendations have been developed regarding: approaches to solving the problem of economic security of an enterprise, means of implementing compliance in metallurgical production and their content, the main areas of compliance in the context of metallurgical production, a structural scheme of compliance control at a metallurgical enterprise, components of compliance for the main stages of the general scheme of metal product production.
