The article presents the results of the analysis of housing and communal, industrial, agricultural, energy, transport and social infrastructure of Luhansk region in order to determine its impact on the quality of life of the population of the region. Usually the quality of life is assessed directly through a system of developed indicators and indices aimed at studying certain aspects of human life and society. It is revealed that in order to conduct an adequate assessment of the quality of life of the population in Ukraine, a national matrix of indicators should be used, which is maximally adapted to state statistics. It is established that the destruction and decline of the infrastructure of the Luhansk region occurred due to hostilities in eastern Ukraine, so the infrastructure is not able to ensure a decent quality of life. In Luhansk region it is planned to implement infrastructure projects, but all this necessitates the development of recommendations to improve the quality of life in the controlled areas of Luhansk region in coherence with the provisions of the Economic Development Strategy of Donetsk and Luhansk regions until 2030. Based on the results of the matrix analysis, it was concluded that almost all indicators of the quality of life of the population should be improved due to the availability of appropriate measures in the Strategy of Economic Development of Donetsk and Luhansk oblasts. An indicator such as the criminogenic situation in the region caused alarm. The strategy of economic development of Donetsk and Luhansk oblasts does not contain direct measures to improve the criminogenic situation in Luhansk oblast. Therefore, the primary recommendation to improve the quality of life of the population of the Luhansk region is proposed - the development of targeted measures to improve the crime situation. Because this aspect of the quality of life of the population is crucial in areas close to the conflict zone. And the development of additional targeted measures should take place at the state or subregional level. The strategy of economic development of Donetsk and Luhansk regions for the period up to 2030 contains a specific direction and measures to improve the quality of life of people, so the intensification of infrastructure development will increase the local economic effect.

Usually the quality of life is assessed directly through a system of developed indicators and indices aimed at studying certain aspects of human life and society. It is revealed that in order to conduct an adequate assessment of the quality of life of the population in Ukraine, a national matrix of indicators should be used, which is maximally adapted to state statistics. It is established that the destruction and decline of the infrastructure of the Luhansk region occurred due to hostilities in eastern Ukraine, so the infrastructure is not able to ensure a decent quality of life. In Luhansk region it is planned to implement infrastructure projects, but all this necessitates the development of recommendations to improve the quality of life in the controlled areas of Luhansk region in coherence with the provisions of the Economic Development Strategy of Donetsk and Luhansk regions until 2030. Зазвичай якість життя оцінюється безпосередньо через систему розроблених індикаторів та індексів, що спрямовані на вивчення окремих сторін життя людини і суспільства. Розкрито, що для проведення адекватної оцінки якості життя населення в Україні слід використовувати національну матрицю індикаторів, максимально адаптованої до державної статистики. Встановлено, що руйнування та занепад інфраструктури Луганської області відбулось через військові дії на Сході України, тому інфраструктура не спроможна забезпечувати гідну якість життя населення. В Луганській області планується реалізація інфраструктурних проектів, проте це все обумовлює необхідність розробки рекомендацій щодо підвищення якості життя населення на підконтрольних територіях Луганської області у когерентності з положеннями Стратегії економічного розвитку Донецької та Луганської областей на період до 2030 року. В статті розроблено Матрицю оцінки впливу поточного стану інфраструктури Луганської області на якість життя населення та заходи, які спрямовані на покращення інфраструктури. За результатами аналізу матриці зроблено висновки, що майже всі індикатори якості життя населення мають бути покращені через наявність відповідних заходів в Стратегії економічного розвитку Донецької та Луганської областей. Тривогу викликав такий індикатор як – криміногенна ситуація в регіоні. Стратегія економічного розвитку Донецької та Луганської областей не містить прямих заходів щодо покращення криміногенної ситуації в Луганській області. Тому першочерговою рекомендацією щодо підвищення якості життя населення Луганської області запропоновано – розробка цільових заходів щодо поліпшення криміногенної ситуації. Оскільки цей аспект якості життя населення є вирішальним саме на територіях, що наближені до зони конфлікту. А розробка додаткових цільових заходів має відбуватися на державному або субрегіональному рівні.
