The current condition and decentralization problems in Ukraine were investigated in the article. It was determined the necessary support for the decentralization process where the legislative, organizational and social support were attributed. The analysis of the regional differences of local communities and problems of the basic level forming of local government in Ukraine was done.The distribution of powers between local governments and the executive power was scrutinized. The conclusions about the lack of information support of the decentralization process directed to a positive citizens attitude to changes creating were reached.

Определено необходимое обеспечение процесса децентрализации, к которому отнесено законодательное, организационное и общественное. Проанализированы региональные особенности объединения территориальных общин и проблемы формирования базового уровня местного самоуправления в Украине. Рассмотрено распределение полномочий между органами местного самоуправления и исполнительной власти. Сделаны выводы о недостаточной информационной поддержке процесса децентрализации, направленной на создание положительного отношения населения к изменениям. Досліджено сучасний стан та проблеми децентралізації в Україні. Визначено необхідне забезпечення процесу децентралізації, до якого віднесено законодавче, організаційне та суспільне. Проаналізовано регіональні особливості об’єднання територіальних громад і проблеми формування базового рівня місцевого самоврядування в Україні. Розглянуто розподіл повноважень між органами місцевого самоврядування та виконавчої влади. Зроблено висновки щодо недостатньої інформаційної підтримки процесу децентралізації, спрямованої на створення позитивного ставлення населення до змін. V.
