| description | The article is devoted to defining of branches of improving of the legislation about authorization for the prospection, exploration and production of hydrocarbons and implemehtation of the EU requirements to Ukrainian legislation. Limitation of types of the non-competitive ways of obtaining of the authorization is argued. Increasing of the role of an innovative component in determining the winner of the authorization is argumented.

Определены направления совершенствования законодательства о предоставлении специальных разрешений на пользование нефтегазовыми недрами и приведение существующего порядка в соответствие с требованиями ЕС. Аргументированы ограничения видов неконкурентного способа предоставления специальных разрешений, а также обоснованы направления повышения роли инновационной составляющей при определении победителя — получателя специального разрешения. Визначено напрями вдосконалення законодавства щодо надання спеціальних дозволів на користування нафтогазовими надрами та приведення наявного порядку у відповідність до вимог ЄС. Аргументовано обмеження видів неконкурентного способу надання спеціальних дозволів, а також обґрунтовані напрями підвищення ролі інноваційної складової при визначенні переможця — отримувача спеціального дозволу.
