In the article a volume and form of fixing of human rights and fundamental freedoms are investigated in constitutional acts and their drafts of The Ukrainian People’s Republic 1917-1921. Within the limits of it, on the basis of the European standards of guaranteeing of human rights and fundamental freedoms, in detail maintenance of third and fourth Act of Ukrainian Central Rada is analysed 1917 and 1918, Constitutions of Ukrainian People’s Republic in 1918, and also, to "Draft of Governmental Commission on making of Constitution of the Ukrainian State" in 1920 and "Draft of Constitution — Basic State Laws of Ukrainian Republic" of People’s of professor О.
