The necessity and urgency of using non- numerical data statistics methods for analysis of rational activity of a higher school are grounded. Features of rational means for achieving goals in the activity of the higher school were defined, and their character and values as well. The means for achieving goals in the activity of foreign higher educational systems were analyzed according to the features defined. The instruments developed are offered to be applied in the complex estimation of rational activity of the higher school. Обоснована необходимость и актуальность ис­пользования методов статистики нечисловых дан­ных для анализа рациональности деятельности высшей школы. Определены признаки рациональ­ных средств достижения целей в деятельности выс­шей школы, их характер и значения. Проанализи­рованы средства достижения целей деятельности систем высшего образования зарубежных стран от­носительно установленных признаков. Предложе­но использование разработанного инструментария для комплексной оценки рациональности деятель­ности высшей школы. Обґрунтовано необхідність і актуальність ви­користання методів статистики нечислових да­них для аналізу раціональності діяльності вищої школи. Визначено ознаки раціональних засобів досягнення цілей діяльності вищої школи, їх ха­рактер і значення. Проаналізовано засоби досяг­нення цілей в діяльності систем вищої освіти за­рубіжних країн щодо встановлених ознак. Запро­поновано використання розробленого інструмен­тарію для комплексної оцінки раціональності діяльності вищої школи. V.
