Обоснована необходимость и актуальность использования методов статистики нечисловых данных для анализа рациональности деятельности высшей школы. Определены признаки рациональных средств достижения целей в деятельности высшей школы, их характер и значения. Проанализированы средства достижения целей деятельности систем высшего образования зарубежных стран относительно установленных признаков. Предложено использование разработанного инструментария для комплексной оценки рациональности деятельности высшей школы. Обґрунтовано необхідність і актуальність використання методів статистики нечислових даних для аналізу раціональності діяльності вищої школи. Визначено ознаки раціональних засобів досягнення цілей діяльності вищої школи, їх характер і значення. Проаналізовано засоби досягнення цілей в діяльності систем вищої освіти зарубіжних країн щодо встановлених ознак. Запропоновано використання розробленого інструментарію для комплексної оцінки раціональності діяльності вищої школи. V.
