На основе анализа условий, формирующих особенности регионального управления, предложены основные требования к социально-экономическому развитию с учетом экономической, социальной и экологической сфер общественной жизни. Розглянуто проблеми вдосконалення ринкового механізму регіонального управління на основі оптимізації економічних відносин між державою та регіонами. На основі аналізу умов, що формують особливості регіонального управління, запропоновано основні вимоги до соціально-економічного розвитку з урахуванням економічної, соціальної та екологічної сфер суспільного життя.
