The article argues that disconnected legal norms which determine principles of city activity in this or that measure, in numerous normative acts of Ukraine, and also their low legal quality do not give an integral picture of a city as a legal subject. In this connection it is grounded that it is necessary to change a fragmentary perfection of legal status of city which takes place now, for a system one which would be realized in the development of a unique Conception of development of legislation on a city. В статье аргументировано, что распорошеность правовых норм, определяющих в той или иной мере основы деятельности города, в многочисленных нормативных актах Украины, а также их низкое правовое качество не дают целостного представления о городе как субъекте права. В связи с этим обосновано, что необходимо отойти от фрагментарного совершенствования правового статуса города, что имеет место в настоящее время, к системному, что видится в необходимости разработки единой Концепции развития законодательства о городе. У статті аргументовано, що розпорошеність правових норм, що визначають у тій чи іншій мірі засади діяльності міста, у численних нормативних актах України, а також їх низька правова якість не дають цілісного уявлення про місто як суб’єкт права. У зв’язку з цим обґрунтовано, що необхідно відійти від фрагментарного вдосконалення правового статусу міста, яке має місце на даний час, до системного, що бачиться в необхідності розробки єдиної Концепції розвитку законодавства про місто.
