Economics and Law| Zusammenfassung: | It has been established that the system of interbudgetary relations in Ukraine corresponds to the attributes of fiscal unitarism. Dependence of local budgets on the size of leveling transfers prevents to carry out the independent policy in the financial sphere, first of all when financing nature protection activity. The conclusion about the necessity of realizing interbudgetary relations in Ukraine which are based on the principle of fiscal federalism is made. Devolution in the financial sphere, as shows the experience of states - members of the European Union, is the dominant factor in the unconditional provision of ecological safety for the population of industrially developed regions. |
