It has been established that the system of interbudgetary relations in Ukraine corresponds to the attributes of fiscal unitarism. Dependence of local budgets on the size of leveling transfers prevents to carry out the independent policy in the financial sphere, first of all when financing nature protection activity. The conclusion about the necessity of realizing interbudgetary relations in Ukraine which are based on the principle of fiscal federalism is made. Devolution in the financial sphere, as shows the experience of states - members of the European Union, is the dominant factor in the unconditional provision of ecological safety for the population of industrially developed regions. Установлено, что действующая в Украине сис­тема межбюджетных отношений отвечает призна­кам бюджетного унитаризма. Зависимость местных бюджетов от размеров выравнивающих трансфертов препятствует проведению ими самостоятельной по­литики в финансовой сфере, в первую очередь по финансированию природоохранной деятельности. Аргументирован вывод о необходимости реализации в Украине системы межбюджетных отношений, по­строенной на принципе бюджетного федерализма. Деволюция в финансовой сфере, как показывает опыт государств, членов Европейского Союза, явит­ся доминирующим фактором безусловного обеспе­чения экологической безопасности населения про­мышленно развитых регионов. Встановлено, що діюча в Україні система міжбюджетних відносин відповідає ознакам бю­джетного унітаризму Залежність місцевих бюджетів від розмірів трансфертів, що вирівнюють, пере­шкоджає проведенню ними самостійній політиці у фінансовій сфері, у першу чергу з фінансування природоохоронної діяльності. Аргументовано вис­новок про необхідність реалізації в Україні системи міжбюджетних відносин, побудованої на принципі бюджетного федералізму. Деволюція у фінансовій сфері, як показує досвід держав, членів Європейсь­кого Союзу, з'явиться домінуючим фактором безу­мовного забезпечення екологічної безпеки населен­ня промислово розвинених регіонів.
