The paper covers the problems concerning the state regulation of trafic permission services and communication services. The relationship between trafic permission services and communication services is described as well as a comparative analysis of the current legislation of Ukraine and Russian Federation as for licensing the given services is made. The proposals are made to add the telecommunication legislation of Ukraine with the above concepts «traffic», «traffic permission», «traffic permission services», «communications services». Статья посвящена проблемам государственно­го регулирования услуг пропуска трафика и услуг связи. Приведено соотношение услуг пропуска тра­фика и услуг связи, а так же сравнительный анализ действующего законодательства Украины и Россий­ской Федерации относительно лицензирования указанных услуг. Сформулированы предложения относительно телекоммуникационного законодательства Украины сформулированными в статье понятиями «трафик», «пропуск трафика», «услуги по пропуску трафика» и «услуги связи». Стаття присвячена проблемам державного регу­лювання послуг із пропуску трафіку та послуг зв’яз­ку. Наведено співвідношення послуг із пропуску трафіку та послуг зв’язку, а також порівняльний аналіз чинного законодавства України та Російської Федерації щодо ліцензування зазначених послуг. Сформульовані пропозиції щодо доповнення телекомунікаційного законодавства України розкрити­ми у статті поняттями «трафік», «пропуск трафіку», «послуги із пропуску трафіку» та «послуги зв’язку». V.
