The general acknowledgement of the priority of the later adopted law does not eliminate the need to specify the content of this rule, and to take its exceptions into account. The specification of the content of the stated rule consists in the acknowledgement of norms that are exposed by the definition of a new law by the rule of contraries, so to say, the acknowledgement of these norms to be liable to priority application. But the new law does not eliminate the application of specific legal norms stated by the later adopted laws. However, the legislator can eliminate the application of these norms. Общее признание правила о преимуществе позднее принятого закона не исключает как необходимости уточнения содержания этого правила, так и потребности в учете исключений из этого правила. Уточнение содержания указанного правила состоит в признании норм, выявляющихся при толковании нового закона при помощи вывода от противного, такими, которые также подлежат преимущественному применению. Но новый закон не исключает применения специальных правовых норм, установленных ранее принятыми законами. Однако законодатель может исключать применение таких норм. Загальне визнання правила про перевагу пізніше прийнятого закону не виключає як необхідності уточнення змісту цього правила, так і потреби у врахуванні винятків із цього правила. Уточнення змісту зазначеного правила полягає у визнанні норм, що виявляються при тлумаченні нового закону за допомогою висновку від протилежного, такими, що також підлягають переважному застосуванню. Але новий закон не виключає застосування спеціальних правових норм, встановлених раніше прийнятими законами. Проте законодавець може виключити застосування таких норм. V.
