The paper deals with a theoretical framework for forming the system of region competitiveness indexes, gives grounds for the necessity of estimating competitiveness of the regional system from the point of view of a sustainable development. It offers to divide the factors of regional competitiveness into the undesirable factors of increase of the competitiveness index and factors which condition the increase of the competitiveness on the terms of a sustainable development; the necessity of assessing the influence of each of them on this index is grounded. Определены теоретические основы формирования системы показателей конкурентоспособности региона, обоснована необходимость оценки конкурентоспособности региональной системы с точки зрения устойчивого развития. Предложено распределение факторов региональной конкурентоспособности на нежелательные факторы повышения показателя конкурентоспособности и факторы, которые обуславливают повышение конкурентоспособности на условиях устойчивого развития, обоснована необходимость оценки влияния каждого из них на этот показатель. Визначено теоретичні основи формування системи показників конкурентоспроможності регіону, обґрунтовано необхідність оцінки конкурентоспроможності регіональної системи з точки зору сталого розвитку. Запропоновано розподіл факторів регіональної конкурентоспроможності на небажані фактори підвищення показника конкурентоспроможності та фактори, які обумовлюють підвищення конкурентоспроможності на умовах сталого розвитку, обґрунтовано необхідність оцінки впливу кожного з них на цей показник.
