In the article the results of assessment of development effectiveness of unified territorial communities with the help of special indicators are proved. Grouping of UTC in Ukraine by population, area and financial capabilities was done. Rating of UTC second group in Ukraine by the indicators was created: own income per inhabitant of UTC, the level of subsidization budgets, capital expenditure per capita (without the subventions from the state budget) and ratio of costs for maintaining of management staff in the financial resources of UTC and grouping of second group of UTC in Ukraine according to these indicators was done.
