The paper examines the problems and role of the state employment service in providing the return of non-employed people into the structure of the working human capital due to creation of the active system of professional training, re-training and improvement of skills. It also analyses the factors and mechanisms of improving the situation in the labor market including creation of the independent system of professional training of the unemployed, restoration of their abilities up to the level of their productive employment. Main tasks of the professional training system for grown-ups have been determined taking into account the perspective development of modern society, technique and technology. Author’s systematic approach and new conceptual principles of complex reformation of the professional training system are offered to provide the effective development of the labor potential. Исследованы задачи и роль государственной службы занятости в обеспечении возвращения незанятого населения в состав функционирующего человеческого капитала за счет создания действенной системы профессиональной подготовки, переподготовки и повышения квалификации. Проанализированы факторы и механизмы улуч­шения ситуации на рынке труда, в том числе за счет создания самостоятельной системы профессионального обучения безработных, восстановле­ния их способностей до уровня продуктивной за­нятости. Определены, главные задачи системы профессиональной подготовки взрослого населе­ния с учетом перспектив современного развития обществу, науки, техники и технологий. Предло­жен собственный системный подход и новые концептуальные принципы комплексного реформирования системы профессиональной подготовки кадров для обеспечения эффективного развития трудового потенциала. Досліджено задачі та роль державної служби зай­нятості у забезпеченні повернення незайнятого населення до лав функціонуючого людського капіталу за рахунок створення дієвої системи професійної підго­товки, перепідготовки та підвищення кваліфікації. Проаналізовано чинники та механізми покращення ситуації на ринку праці, у тому числі й за рахунок створення самостійної системи професійного на­вчання, безробітних, відновлення їх спроможностей до рівня продуктивної зайнятості. Визначено головні завдання системи професійної Підготовки дорослого населення з урахуванням перспектив сучасного роз­витку суспільства, науки, техніки і технологій. Запро­поновано власний системний підхід та нові концеп­туальні принципи комплексного реформування сис­теми професійної підготовки кадрів для забезпечен­ня ефективного розвитку трудового потенціалу.
