The paper analyses the competence of the regional authorities in the implementation of organizational and preventive measures on legal regulation of enterprises representing an environmental hazard. The proposals are offered to make the legislative changes that enhance the powers of the regional governments in the implementation of compulsory measures against them, such as certification of enterprises representing an environmental hazard, examination of their activities, setting environmental standards, monitoring and control of environmental pollution, as well as environmental insurance and environmental audit. Проанализирована компетенция региональных органов власти при осуществлений организационно-превентивных мероприятий по правовому регулированию деятельности экологически опасных предприятий. Предложены изменения в законодательство, расширяющие полномочия регионального уровня управления при осуществлении ряда обязательных мероприятий по отношению к ним: паспортизацию экологически опасных предприятий, экспертизу их деятельности, установление экологических нормативов, мониторинг и контроль загрязнения окружающей среды, а также экологическое страхование и экологический аудит. Проаналізовано компетенцію регіональних органів влади у здійсненні організаційно-превентивних заходів щодо правового регулювання екологічно небезпечних підприємств. Запропоновано зміни до законодавства, які розширяють повноваження регіонального рівня управління при здійсненні ряду обов’язкових заходів по відношенню до них: паспортизацію екологічно небезпечних підприємств, експертизу їх діяльності, встановлення екологічних нормативів, моніторинг і контроль забруднення навколишнього середовища, а також екологічне страхування й екологічний аудит.
