Київ) -, - It has been established that in Ukraine, organizational and legal and institutional prerequisites for reforming local self-government and a qualitative transformation of the system of territorial organization of power have been basically created. A model of positive transformations should be recognized as the activities of the united territorial communities, the practice of creating them throughout the state received a positive assessment from international experts and European organizations on the development of democracy. The first results of OGG's activity convince us that the main goal of the state regional policy, which is, inter alia, in strengthening the viability of territorial communities, is achieved. Констатировано, что в Украине в основном созданы организационно-правовые и институциональные предпосылки реформирования местного самоуправления, качественной трансформации системы территориальной организации власти. Образцом положительных преобразований следует признать деятельность объединенных территориальных громад, практика создания которых по всей территории государства получила положительную оценку со стороны международных экспертов и европейских организаций по вопросам развития демократии. Первые результаты деятельности ОТГ убеждают в том, что основная цель государственной региональной политики, которая заключается среди прочего в усилении состоятельности территориальных общин, достигается. Констатовано, що в Україні в основному створено організацій но-правові та інституційні передумови реформування місцевого самоврядування, якісної трансформації системи територіальної організації влади. Взірцем позитивних перетворень слід визнати діяльність об’єднаних територіальних громад, практика створення яких по всій території держави отримала схвальну оцінку з боку міжнародних експертів та європейських організацій з питань розвитку демократії. Перші результати діяльності ОТГ переконують в тому, що основна мета державної регіональної політики, яка полягає серед іншого у посиленні спроможності територіальних громад, досягається. V.
