The problems concerning determination of the role and status of borrowings in die processes of the budgetary fund accumulation are considered. The connection between the public borrowing and the emerging public, debt is established. The norms of international documents, budget legislation and other normative and legal ads which regulate the corresponding legal relations are analysed. Рассмотрены проблемы определения роли и статуса займов в процессах формирования бюджетных средств. Проведена связь государственных займов с процессами возникновения государственного долга. Дан анализ норм международных документов, бюджетного законодательства и других нормативно правовых актов, которое регулируют соответствующие правоотношения. Розглянуто проблеми визначення ролі та статусу запозичень у процесах формування бюджетних коштів. Простежено зв’язок державних запозичень із процесами виникнення державного, боргу. Дано аналіз норм міжнародних, документів, бюджетного законодавства та інших нормативно правових актів, які регулюють відповідні правовідносини. V.
