description The article is devoted to the definition of directions of solving the problems of ecologically safe development of the city based on the results of the analysis of the existing scientific-methodical and applied approaches. The role of ecological safety as an integral part of sustainable development of the city is considered; conditions for balanced functioning of the socio-ecological-economic system of the territory; the process of forming the city’s environmental policy; the role of local governments in the development of the city’s environmental safety strategy (taking into account their own powers and compliance with administrative and legal norms) and mechanisms for its implementation using the tools of eco-design, eco-investment and eco-entrepreneurship.As a result, it was concluded that the scientific and methodological aspects of environmentally friendly urban development require the use of general scientific and special research methods. Of particular note is the approach, which is based on the close relationship between internal and external factors; uncertainty and variability of the socio-ecological and economic environment. This requires the use of comprehensive analysis to identify internal relationships and their interactions. In addition, the study of the process of sustainable development of the city must be carried out in the unity and interaction of all its components. Applied aspects of ecologically safe development of the city consist in substantiation and acceptance of the corresponding decisions for realization of ecological policy. These solutions include the development of environmental projects (systems of principles, approaches, methods and management technologies), environmental investment (based on tasks, characteristics, areas and sources of funding), support for environmental entrepreneurship, including small businesses. The implementation of the adopted decisions seriously depends on the activity of local self-government bodies, their powers and possibilities of administrative and legal regulation in the ecological sphere.The complex approach to substantiation of theoretical and methodical bases and development of practical recommendations on ecologically safe development of the city is offered, including revealing of features of ecological safety of the city as system, an estimation of a condition of ecological safety of the city, adaptation of domestic and foreign exp erience of maintenance of ecological safety of the city. its implementation.In further research, it is necessary to pay attention to generalization of branch features of system of ecological safety of the city (including protection and rational use of air, water, land resources, utilization of industrial and household waste, improvement of the city territory, ecological tourism). Розглянуто роль екологічної безпеки як невід’ємної складової сталого розвитку міста, умови збалансованого функціонування соціо-еколого-економічної системи території, процес формування міської екологічної політики. Визначена роль органів місцевого самоврядування у розробці стратегії екологічної безпеки міста (з урахуванням власних повноважень та дотримання адміністративно-правових норм) і механізмів її реалізації з використанням інструментів екопроєктування, екоінвестицій і екопідприємництва. Запропоновано комплексний підхід до обґрунтування теоретико-методичних засад і розробки практичних рекомендації щодо екологічно безпечного розвитку міста, включаючи виявлення особливостей екологічної безпеки міста як системи, оцінку стану екологічної безпеки міста, адаптацію вітчизняного і за рубіжного досвіду підтримки екологічної безпеки міста, формування екологічної стратегії міста і механізмів її реалізації.
