The article is dedicated to the essence, differences and the main components of the developmentstrategy of industrial enterprises. The process of strategy includes elements of strategic planning, prognostication and budgeting with considering the objectively existing situation. The formation process of the unitedterritorial communities in Ukraine has been investigated and it has been proposed to consider the strategicdevelopment of industrial enterprises in the context of decentralization as a process taking into account acombination of territorial, sectoral, innovation and integration aspects.It has been proposed to consider a territorial-industrial education as a combination of interrelatedand interdependent components of a certain territory production based on the common interests of businessentities, which ensures the achievement of sustainable development goals and coordinated interaction between business, local authorities and society. The systematization of an effective institutional basis for theinteraction of key sub-regional stakeholders in the process of designing a territorial-industrial education hasbeen presented.It has been proven that the center for strategic planning of territorial education development is gradually moving towards such goals and actions as sustainable development, long-term strategic vision, partnership, flexible planning and development of comprehensive programs for developing entrepreneurship, aswell as incentive to modernize production through the effective involvement of communities.Strategizing as an economic paradigm for the development of industrial enterprises in a decentralized environment reflects a systematic approach to using economic levers and incentives to achieve goals,to ensure a balance of power, private business and the population in ensuring sustainable developmentbased on innovation and consistent modernization that stimulates qualitative economic growth on the basisof labour productivity.
