| description | The article is dedicated to the essence, differences and the main components of the developmentstrategy of industrial enterprises. The process of strategy includes elements of strategic planning, prognostication and budgeting with considering the objectively existing situation. The formation process of the unitedterritorial communities in Ukraine has been investigated and it has been proposed to consider the strategicdevelopment of industrial enterprises in the context of decentralization as a process taking into account acombination of territorial, sectoral, innovation and integration aspects.It has been proposed to consider a territorial-industrial education as a combination of interrelatedand interdependent components of a certain territory production based on the common interests of businessentities, which ensures the achievement of sustainable development goals and coordinated interaction between business, local authorities and society. The systematization of an effective institutional basis for theinteraction of key sub-regional stakeholders in the process of designing a territorial-industrial education hasbeen presented.It has been proven that the center for strategic planning of territorial education development is gradually moving towards such goals and actions as sustainable development, long-term strategic vision, partnership, flexible planning and development of comprehensive programs for developing entrepreneurship, aswell as incentive to modernize production through the effective involvement of communities.Strategizing as an economic paradigm for the development of industrial enterprises in a decentralized environment reflects a systematic approach to using economic levers and incentives to achieve goals,to ensure a balance of power, private business and the population in ensuring sustainable developmentbased on innovation and consistent modernization that stimulates qualitative economic growth on the basisof labour productivity. |

В статье рассмотрены сущность, отличия и основные составляющие стратегирования разви-тия производственных предприятий. Процесс стратегирования включает в себя элементы стратегиче-ского планирования, прогнозирования и бюджетирования с учетом объективно сложившейся ситуа-ции. Исследован процесс формирования объединенных территориальных громад в Украине и пред-ложено рассматривать стратегическое развитие производственных предприятий в условиях децен-трализации как процесса, учитывающего сочетание территориального, отраслевого, инновационногои интеграционного аспектов.Предложено рассматривать территориально-производственное образование, как сочетаниевзаимосвязанных и взаимообусловленных компонентов производства определенной территории наоснове общих интересов хозяйствующих субъектов, благодаря которому обеспечивается достижениецелей устойчивого развития и согласованное взаимодействие бизнеса, местных властей и социума.Представлено систематизацию эффективного институционального базиса взаимодействия ключевыхсубрегиональных стейкхолдеров в процессе конструирования территориально-производственногообразования.Доказано, что центр стратегического планирования развития территориально-производственного образования постепенно перемещается в направлении таких целей и действий,как устойчивое развитие, долгосрочное стратегическое видение, партнерство, гибкий порядок плани-рования и разработки комплексных программ развития предпринимательства, а также побуждение кмодернизации производства через действенное привлечение громад.Стратегирование как экономическая парадигма развития производственных предприятий вусловиях децентрализации отражает системный подход к использованию экономических рычагов истимулов для реализации поставленных целей, для обеспечения баланса власти, частного бизнеса и населения в обеспечении направлений устойчивого развития на базе инноваций и последовательноймодернизации, стимулирующих на основе производительности труда качественный экономическийрост. В статті розглянуто сутність, відмінності та основні складові стратегування розвитку виробни-чих підприємств. Досліджено процес формування об’єднаних територіальних громад в Україні та за-пропоновано розглядати стратегічний розвиток виробничих підприємств в умовах децентралізації якпроцесу, що враховує поєднання територіального, галузевого, інноваційного та інтеграційного аспек-тів. Запропоновано розглядати територіально-виробниче утворення, як поєднання взаємопов’язаних івзаємообумовлених компонентів виробництва певної території на основі спільних інтересів господа-рюючих суб'єктів, завдяки якому забезпечується досягнення цілей сталого розвитку та узгоджена вза-ємодія між бізнесом, місцевою владою і соціумом. Представлено систематизацію ефективного інсти-туційного базису взаємодії ключових субрегіональних стейкхолдерів в процесі конструювання терито-ріально-виробничого утворення.
