| description | The article is devoted to the problems of food safety management for school-age children. The author raises the question of finding a balance of public-private partnership in order to increase the level of foodsecurity, provides an assessment of the limitations of state regulation in this area and the potential use of themarketing mechanism. In Ukraine, there has been an increase in efforts by the public and government inaddressing certain aspects of ensuring the appropriate level of children nutrition, programs are being devel oped aimed at improving the quality of food for schoolchildren, updating the menu of school canteens, ensuring the availability of food for children in educational institutions at the expense of local budgets, and educational programs are being implemented to popularize healthy eating and others. However, there are still nocomprehensive mechanisms to ensure the necessary level of food safety for schoolchildren, which wouldensure the effectiveness of this management in the long term.The current legislation of Ukraine identifies such polar provisions as “safe” and “unsafe” food products, however, foodstuffs (for example, chips, sweetened carbonated sugary drinks, crackers, etc.) that arerecognized as “safe” by law are available for purchase by children. They are presented in retail, but with aproven effect lead to harm the health of children. The author sets out the scientific position of the rationalefor the approach to determining such qualitative nutritional levels of children as critical, relative and guaranteed levels. The author developed a model for managing the nutritional safety of children, in accordance withwhich the role of state regulation is to overcome the risks and threats to the nutritional safety of children, andthe role of marketing entities implies using the existing potential to increase children's safety to the highestlevel possible under existing conditions. The article describes the characteristics of the functions of the subject of managing the nutritional safety of children, as a set of functional tasks that are performed gradually,sequentially, in their interaction to achieve a common goal - to increase the level of children nutrition safety |

Автором поднимается вопрос поиска баланса государственно-приватного партнерства с цельюповышения уровня безопасности питания, приведено оценку ограничения возможностей государст-венного регулирования данной сферы и потенциала использования маркетингового механизма. В Ук-раине наблюдается активизация усилий общественности и правительства в решении отдельных ас-пектов обеспечения соответствующего уровня питания школьников, разрабатываются программы,нацеленные на повышение качества питания школьников, обновления меню школьных столовых,обеспечения доступности питания для детей в общеобразовательных учреждениях за счет местныхбюджетов, внедряются образовательные программы популяризации здорового питания и другие. Од-нако, до сих пор отсутствуют комплексные механизмы обеспечения необходимого уровня безопасно-сти питания детей школьного возраста, которые бы позволили обеспечить эффективность данногоуправления в долгосрочной перспективе.Действующим законодательством Украины обозначены такие полярные положения, как«безопасный» и «небезопасный» продукт питания, однако доступными для приобретения детьми яв-ляются продукты питания (например, чипсы, сладкие згазированные сладкие напитки, сухарики и др.),которые признаны законодательством «безопасными», представлены в розничной продаже, но с до-казанным эффектом приводят к негативным последствиям по отношению к здоровью детей. Авторомизложена научная позиция обоснования подхода к определению таких качественных уровней питаниядетей, как критический, относительный и гарантированный уровни. Приведена разработанная авто-ром модель управления безопасностью питания детей, в соответствии с которой роль государствен-ного регулирования заключается в преодолении рисков и угроз безопасности питания детей, а рольсубъектов маркетинга подразумевает использование существующего потенциала повышения уровнябезопасности детей до наивысшего уровня из числа возможных для достижения в существующих ус-ловиях. Приведена характеристика функций субъекта управления безопасностью питания детей, каксовокупности функциональных задач, которые выполняются постепенно, последовательно, в ихвзаимосвязи для достижения общей цели – повышение уровня безопасности питания детей. Стаття присвячена висвітленню проблематики управління безпекою харчування дітей шкільно-го віку. Автором поставлено питання пошуку балансу державно-приватного партнерства з метою під-вищення рівня безпеки харчування, подано оцінку обмеження можливостей державного регулюванняцієї сфери та потенціалу застосування маркетингового механізму. Викладається наукова позиція дообґрунтування підхід до визначення таких станів безпеки харчування дітей, як критичний, відносний тагарантований рівні. Наведено розширений підхід до управління безпекою харчування дітей, у відпові-дності до якої роль державного регулювання полягає у забезпеченні подолання ризиків та загроз без-пеці харчування, а роль суб’єктів маркетингу полягає у використанні існуючого потенціалу підвищеннярівня безпеки харчування дітей до найвищого з можливих у певних умовах для досягнення рівня. По-дано характеристику функцій управління безпекою харчування дітей, як сукупності функціональнихзавдань, що розв’язуються поступово, послідовно та у їх взаємозв’язку відповідно до цілей підвищен-ня рівня безпеки харчування дітей.
