Food Industry Economics| Summary: | The article has developed a set of adaptive measures to regulate the development of the main agrifood markets of Odessa region (markets of grain, grain and bread products, meat and dairy, oil and fat, fruit and vegetable and juice products) in conditions of instability on the basis of selective and reproduction approaches. The key problems of development of strategic commodity markets have been identified, adaptiveregulatory measures have been substantiated, purposefully focused on selective support of basic links(«growth points») and the formation of complete value chains to increase market value added.Particular attention has been paid to the supply of raw materials to processing enterprises, stimulatingthe cultivation of grain and oilseeds with specified quality parameters, the restoration of economic ties betweenthe subjects of raw materials and processing links of market chains. A distinctive feature of the meat and dairyand fruit and vegetable markets of the region is the dominant share of households in production. For thesemarkets, the feasibility of forming multifunctional cooperatives, including cooperative processing plants andstorage facilities for primary processing and storage of product has been substantiated. To form complete valuechains in the region, selective measures have been provided to support those processing enterprises that cooperate with multifunctional cooperatives.It has been emphasized that in the conditions of martial law and post-war economic recovery it is expedient to export raw materials on a residual basis and to introduce reasonable quotas for the export of strategic foods from Ukraine. Given the current trend towards redistribution of value added in favor of the trade sector, a number of adaptive measures have been envisaged to form more parity interactions between agri-foodproducers and trade networks of the region.It has been shown that the implementation of a set of adaptive measures will contribute to the resilience of agri-food markets, which, in turn, is the catalyst and foundation of food security of the state and its regions. The set of regulatory measures proposed by the authors can be used by public authorities and relevantinstitutions in the preparation of strategic documents on postwar economic recovery of the region and ensuringits food independence, as well as improving mechanisms for regulating commodity markets in volatile conditions. |
